Mopeds are not allowed to use an HOV lane because they do not meet the necessary requirements to travel on this type of lane. HOV lanes are designed for high-occupancy vehicles, which must carry people and not exceed a weight of 3,500 kilograms. Additionally, the number of people in the vehicle must match what is indicated on the HOV lane signs.

Vehicles allowed in HOV lanes include motorcycles, passenger cars, and adaptable mixed vehicles that meet the aforementioned requirements, as well as buses, emergency vehicles, and construction vehicles. However, mopeds are not included in this list and, therefore, are prohibited from accessing these lanes.

Furthermore, mopeds are required to travel on the shoulder when there is no specific lane for them, and they cannot travel on highways or expressways, which reinforces the restriction of their use in HOV lanes.
